The practice of registering a merchant ship in a country other than that of its owners, so the ship flies that flag state's civil ensign. Owners do this to cut operating costs and escape home country taxes and labor protections; the practice originated in the United States around the First World War, and the open registries of Panama, Liberia and the Marshall Islands now account for roughly half the world fleet by tonnage.
