A qualitative A through F grading scale used in traffic engineering to describe the quality of motor vehicle traffic flow on a road or at an intersection, from A, free flow at high speed, down to F, breakdown flow with unacceptable congestion. Introduced in the United States through the 1965 Highway Capacity Manual, it is more suited to American road design than to the higher-capacity roads typical of Europe and the United Kingdom.
