The most liberal category of bilateral or multilateral air transport agreement, minimizing government restrictions on which airlines may fly which international routes and how often, in contrast to the tightly negotiated route-and-capacity agreements descended from the 1946 Bermuda Agreement. The EU-US Open Skies Agreement, effective 2008, is the leading concrete example, letting any airline of the European Union and any airline of the United States fly between any point in one and any point in the other.
