Transportation demand management, often abbreviated TDM, is the application of strategies and policies that reduce travel demand or shift it across time, route and mode rather than expanding road capacity to meet it. Its toolkit includes transit subsidies, congestion pricing, bicycle and pedestrian infrastructure, flexible work schedules and parking policy, on the premise that managing demand can be a more cost effective response to congestion than building new capacity.
