A specialized agency of the United Nations, headquartered in London, that sets the international regulatory framework for shipping safety, security and marine pollution. Created by a 1948 UN conference in Geneva, its convention took a decade to enter into force and the body first met in 1959 as IMCO; it now counts 176 member states.
